VDB Provision Fails Due to Msg 35221: Always On Availability Groups replica manager is disabled on this instance of SQL Server (KBA10922)

Issue

During VDB Provision, the following error occurs during recovery:

Recovery failed for virtual database "VDB_DatabaseName"

The following error message is present in the Provision job error:

Changed database context to 'master'.
Msg 35221, Level 16, State 1, Server ServerName\InstanceName, Line 1
Could not process the operation. Always On Availability Groups replica manager
   is disabled on this instance of SQL Server. Enable Always On Availability
   Groups, by using the SQL Server Configuration Manager. Then, restart the SQL
   Server service, and retry the currently operation. For information about how
   to enable and disable Always On Availability Groups, see SQL Server Books
   Online.

die : Error: create_seed_vdb failed
  • The message refers to the Always On Availability Groups (AG) replica manager.
  • In this specific case, no AG is involved. 

Prerequisites

  • FILESTREAM enabled Database 
  • SQL Server 2022 RTM

Resolution

Upgrade SQL Server 2022 to the latest build.

Troubleshooting

The Msg 35221 issue is a well known bug of the first SQL Server 2022 release.
